What does Isaiah 28:23 mean?
Isaiah now completely changes his tone.. He has just delivered a blistering warning about the strange work the Lord will do (Isaiah 28:21). This will be judgment against His own people (Isaiah 28:17–18). The prophet uses the formal phrases of his time to call for the attention of his audience, likely still the leaders of Jerusalem and Judah.These words echo of how this book of prophecy began, when Isaiah was calling for the attention of a different audience: "Hear, O heavens, and give ear, O earth; for the Lord has spoken" (Isaiah 1:2).
