In the Law it is written: 'BY MEN OF STRANGE TONGUES AND BY THE LIPS OF STRANGERS I WILL SPEAK TO THIS PEOPLE, AND EVEN SO THEY WILL NOT LISTEN TO ME,' says the Lord.

So then, tongues are for a sign, not to those who believe but to unbelievers; but prophecy is not for unbelievers, but for those who believe.
23
Therefore if the whole church gathers together and all
the people
speak in tongues, and outsiders or unbelievers enter, will they not say that you are insane?

In the law it is written, With men of other tongues and other lips will I speak unto this people; and yet for all that will they not hear me, saith the Lord.

Wherefore tongues are for a sign, not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe.

If therefore the whole church be come together into one place, and all speak with tongues, and there come in those that are unlearned, or unbelievers, will they not say that ye are mad?

I will speak to this people
by people of other tongues
and by the lips of foreigners,
and even then, they will not listen to me,
says the Lord.

Speaking in other tongues, then, is intended as a sign, not for believers but for unbelievers, while prophecy is not for unbelievers but for believers.
23
If, therefore, the whole church assembles together and all are speaking in other tongues and people who are outsiders or unbelievers come in, will they not say that you are out of your minds?

It is written in the Scriptures :
'I will speak to my own people
through strange languages
and through the lips of foreigners.
But even then, they will not listen to me,'
says the
Lord
.

So you see that speaking in tongues is a sign, not for believers, but for unbelievers. Prophecy, however, is for the benefit of believers, not unbelievers.

Even so, if unbelievers or people who don’t understand these things come into your church meeting and hear everyone speaking in an unknown language, they will think you are crazy.
