ESV Then the Lord said to Moses, "Behold, I am about to rain bread from heaven for you, and the people shall go out and gather a day 's portion every day, that I may test them, whether they will walk in my law or not.

What does Exodus 16:4 mean?

Moses and Aaron endured bitter complaints from Israelites about food (Exodus 16:1–3). Rather than trusting the Lord and seeking Him, the people react with snide pessimism.

In response, God explains that He is staging another test for the people (Exodus 15:25–26). He will provide them with bread, but they will need to demonstrate dependence. God plans to arrange this miraculous provision so that each morning's harvest lasts only for that day (Exodus 16:19–20). An exception to this will be Sabbath days, where the prior harvest will yield twice as much and will not spoil for the two days of storage.

This "bread" is manna, one of the most important symbols of Scripture (Exodus 16:15, 31).
