11But if there is a person who hates his neighbor, and waits in ambush for him and rises up against him and strikes him so that he dies, and he flees to one of these cities,

Chapter 19
10That innocent blood be not shed in thy land, which the LORD thy God giveth thee for an inheritance, and so blood be upon thee. 11But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities: 12Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.Christian Standard Bible
Chapter 19
10In this way, innocent blood will not be shed, and you will not become guilty of bloodshed in the land the Lord your God is giving you as an inheritance. 11But if someone hates his neighbor, lies in ambush for him, attacks him, and strikes him fatally, and flees to one of these cities, 12the elders of his city are to send for him, take him from there, and hand him over to the avenger of blood and he will die.New Living Translation
11But suppose someone is hostile toward a neighbor and deliberately ambushes and murders him and then flees to one of the cities of refuge.
12In that case, the elders of the murderer’s hometown must send agents to the city of refuge to bring him back and hand him over to the dead person’s avenger to be put to death.
