Deuteronomy 19:3
ESV You shall measure the distances and divide into three parts the area of the land that the LORD your God gives you as a possession, so that any manslayer can flee to them.
NIV Determine the distances involved and divide into three parts the land the LORD your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.
NASB You shall prepare the roads for yourself, and divide into three regions the territory of your land which the Lord your God will give you as an inheritance, so that anyone who commits manslaughter may flee there.
