What does Exodus 33:1 mean?

God commands Israel to leave Horeb (Exodus 33:6; Deuteronomy 5:2), the region near Mount Sinai (Exodus 19:1–3). They are to continue towards the Promised Land (Genesis 15:18–21). This is territory that at the time was held by intensely wicked Canaanite nations (Genesis 15:16; Deuteronomy 7:2; 9:4). The guarantees made to Abraham passed down to his descendants (Deuteronomy 29:13). This included his son, Isaac, and Isaac's son, Jacob, who was renamed Israel (Genesis 32:28).

Israel recently received commands from God (Exodus 20) but quickly disobeyed them (Exodus 32:1–6). For this reason, God is not accompanying them with His usual presence (Exodus 32:34; 33:3). The people will mourn this (Exodus 33:4–6). For a time, God will meet with Moses outside the Israelite camp (Exodus 33:7). Soon, the covenant will be renewed (Exodus 34) and the Lord will bring His presence to Israel once again.
