Numbers 15:13-15

14Now if a stranger resides among you, or one who may be among you throughout your generations, and he wants to make an offering by fire, as a soothing aroma to the Lord, just as you do so shall he do.
15As for the assembly, there shall be one statute for you and for the stranger who resides among you, a permanent statute throughout your generations; as you are, so shall the stranger be before the Lord.

13All that are born of the country shall do these things after this manner, in offering an offering made by fire, of a sweet savour unto the LORD. 14And if a stranger sojourn with you, or whosoever be among you in your generations, and will offer an offering made by fire, of a sweet savour unto the LORD; as ye do, so he shall do. 15One ordinance shall be both for you of the congregation, and also for the stranger that sojourneth with you, an ordinance for ever in your generations: as ye are, so shall the stranger be before the LORD.Christian Standard Bible
Chapter 15
13"Every Israelite is to prepare these things in this way when he presents a food offering as a pleasing aroma to the Lord. 14When an alien resides with you or someone else is among you and wants to prepare a food offering as a pleasing aroma to the Lord, he is to do exactly as you do throughout your generations. 15The assembly is to have the same statute for both you and the resident alien as a permanent statute throughout your generations. 13All of you native-born Israelites must follow these instructions when you offer a special gift as a pleasing aroma to the Lord. 14And if any foreigners visit you or live among you and want to present a special gift as a pleasing aroma to the Lord, they must follow these same procedures. 15Native-born Israelites and foreigners are equal before the Lord and are subject to the same decrees.
