when the army of the king of Babylon was fighting against Jerusalem and all the remaining cities of Judah,
that is,
Lachish and Azekah, for they
alone
remained as fortified cities among the cities of Judah.

The word that came to Jeremiah from the
Lord
after King Zedekiah had made a covenant with all the people who were in Jerusalem, to proclaim release to them:

When the king of Babylon's army fought against Jerusalem, and against all the cities of Judah that were left, against Lachish, and against Azekah: for these defenced cities remained of the cities of Judah.

at Jerusalem, to proclaim liberty unto them;
