Chapter 4
9Rehum the commander, Shimshai the scribe, and the rest of their colleagues, the judges and the lesser governors, the officials, the secretaries, the men of Erech, the Babylonians, the men of Susa, that is, the Elamites, 10and the rest of the nations which the great and honorable Osnappar deported and settled in the city of Samaria, and in the rest of the region beyond the Euphrates River. And now
11this is a copy of the letter which they sent to him: 'To King Artaxerxes: Your servants, the men of the region beyond the Euphrates River; and now
12let it be known to the king that the Jews who came up from you have come to us at Jerusalem; they are rebuilding the rebellious and evil city and are finishing the walls and repairing the foundations.
13Now let it be known to the king, that if that city is rebuilt and the walls are finished, they will not pay tribute, custom tax, or toll, and it will be detrimental to the revenue of the kings.

9Then wrote Rehum the chancellor, and Shimshai the scribe, and the rest of their companions; the Dinaites, the Apharsathchites, the Tarpelites, the Apharsites, the Archevites, the Babylonians, the Susanchites, the Dehavites, and the Elamites, 10And the rest of the nations whom the great and noble Asnappar brought over, and set in the cities of Samaria, and the rest that are on this side the river, and at such a time. 11This is the copy of the letter that they sent unto him, even unto Artaxerxes the king; Thy servants the men on this side the river, and at such a time. 12Be it known unto the king, that the Jews which came up from thee to us are come unto Jerusalem, building the rebellious and the bad city, and have set up the walls thereof, and joined the foundations. 13Be it known now unto the king, that, if this city be builded, and the walls set up again, then will they not pay toll, tribute, and custom, and so thou shalt endamage the revenue of the kings.Christian Standard Bible
Chapter 4
9From Rehum the chief deputy, Shimshai the scribe, and the rest of their colleagues--the judges and magistrates from Tripolis, Persia, Erech, Babylon, Susa (that is, the people of Elam), 10and the rest of the peoples whom the great and illustrious Ashurbanipal deported and settled in the cities of Samaria and the region west of the Euphrates River.
12Let it be known to the king that the Jews who came from you have returned to us at Jerusalem. They are rebuilding that rebellious and evil city, finishing its walls, and repairing its foundations.
13Let it now be known to the king that if that city is rebuilt and its walls are finished, they will not pay tribute, duty, or land tax, and the royal revenue will suffer.

Chapter 4
9They greeted the king for all their colleagues — the judges and local leaders, the people of Tarpel, the Persians, the Babylonians, and the people of Erech and Susa (that is, Elam). 10They also sent greetings from the rest of the people whom the great and noble Ashurbanipal had deported and relocated in Samaria and throughout the neighboring lands of the province west of the Euphrates River.
12'The king should know that the Jews who came here to Jerusalem from Babylon are rebuilding this rebellious and evil city. They have already laid the foundation and will soon finish its walls.
13And the king should know that if this city is rebuilt and its walls are completed, it will be much to your disadvantage, for the Jews will then refuse to pay their tribute, customs, and tolls to you.
