Chapter 23
20
You may charge interest to a foreigner, but to your countrymen you shall not charge interest, so that the
Lord
your God may bless you in all that you undertake in the land which you are about to enter to possess.
21
When you make a vow to the
Lord
your God, you shall not delay to pay it, for the
Lord
your God will certainly require it of you, and it will be a sin for you.
22
However, if you refrain from making vows, it will not be a sin for you.

Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that the
Lord
thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.

When thou shalt vow a vow unto the
Lord
thy God, thou shalt not slack to pay it: for the
Lord
thy God will surely require it of thee; and it would be sin in thee.

But if thou shalt forbear to vow, it shall be no sin in thee.

You may charge interest to foreigners, but you may not charge interest to Israelites, so that the
Lord
your God may bless you in everything you do in the land you are about to enter and occupy.

When you make a vow to the
Lord
your God, be prompt in fulfilling whatever you promised him. For the
Lord
your God demands that you promptly fulfill all your vows, or you will be guilty of sin.

However, it is not a sin to refrain from making a vow.
